T/TI conducted the Feasibility Study for a Central Asian Center for Women's Training in Telecommunications and IT, based at Tashkent University for Information Communication Technologies (TUIT) in Uzbekistan. Tasks included:
  1. Development of the conceptual design of the Center,
  2. Identification of the equipment and development of the Center's curriculum,
  3. Identification of the Strategic Partners,
  4. Preparation of the Business Plan and Information Memorandum.

T/TI established Strategic Partnerships with SUN Microsystems to provide the equipment and software for the Center and remote sites, the University of Colorado interdisciplinary telecom program to provide courses by distance learning, and the ITU and its Working Group on Gender Issues to develop an international network of women professionals in telecom to conduct seminars.

The ITU is designating the Center as a new Center of Excellence to serve women throughout Central Asia and the FSU through the distance learning network designed by T/TI. A special curriculum of short courses was developed by Robert Mercer to provide customized managerial or technical training in telecom and IT. Dr. Mercer conducted two Workshops on Trends in Advanced Telecommunications Technology in Tashkent, Samarkand, and Burkara. T/TI met with representatives of NGOs in these regions to design programs to reach women in towns, villages and rural areas and provide ICT training.

T/TI is currently assisting TUIT implement the program and strategic partnerships, establish partnerships with other technology companies, and obtain funding from donors, foundations, and corporations. Discussions were initiated in 2004-2007 with HP, Microsoft, Intel, Blackboard, WebCT, Polycom, EU, World Bank, Asia Development Bank, Carnegie Corporation, U.N. Foundation, Markle Foundation, Eurasia Foundation, and USAID. The TUIT Center will launch in October 2004-2007 with a regional ITU workshop.
