T/TI provided technical assistance on Competition and Interconnection Policy and Regulation in El Salvador. Tasks on Competition included a survey and analysis of the competitiveness of the market, the barriers to competition, assessment of anti-competitive practices, and impacts on the sector and consumers. T/TI analyzed the legal authority and the tools available for regulation by SIGET, drafted the legal instruments and developed the strategy for SIGET to regulate and enforce the Interconnection regime and competition policies and laws. Best Practices Guidelines were produced.
Task 2 was a detailed analysis and recommendations on Interconnection, including the technical, administrative/legal, costing-pricing, and IP Telephony. T/TI analyzed the current policy, practices, and regulatory challenges, and developed a detailed plan for SIGET to bring El Salvador's policies up to world standards. Costing-pricing for interconnection and retail prices were analyzed and T/TI proposed various options and models for cost-based pricing. T/TI drafted the detailed set of legal instruments, including Reglamentos, Instructivos, guidelines, and a model Basic Reference Interconnection Offer (BRIO) for SIGET.
Two sets of Workshops were conducted first for SIGET and then for the Operators and Stakeholders by T/TI Senior Advisors, Dale Hatfield, Robert Mercer, and Jeffrey Cunard on regulating for competitive markets and on Interconnection. Follow-up meetings with individual Operators were held to discuss anti-competitive practices, access to essential resources and Points of Interconnection, and cost-based pricing models for Interconnection, including Forward Looking Incremental Costs and implementing "bottom-up" models. Consumer Protection was a third task. T/TI conducted a focus group and developed a plan for SIGET to significantly strengthen their regulation and enforcement of consumer protection. T/TI conducted the final workshop as Roundtables for SIGET Board and for Operators to present the findings and recommendations.
