Telecom Telematique was awarded the contract to be the Transaction Advisor to the Government of Ghana on developing and negotiating the Public Private Partnerships (PPP) to build and operate e-Government applications. The project includes a Feasibility Study in Phase I, followed by the Procurement of the PPP's in Phase II. This contract is funded by the World Bank.

Under this project the Telecom Telematique’s Project Team produced a comprehensive feasibility study for PPP's in e-government using public sector comparator (PSC) and PPP reference models. The feasibility study clearly identified the e-government services and applications that are best suited for a PPP approach, how should such services and applications be bundled for making them viable and sustainable, what are the optimal value-for-money methods of delivery for the bundled services and applications, and what PPP models should be adopted for implementing the bundled services and applications. The feasibility study also provides estimated full project cycle costs and discusses how such costs are affordable given the government’s financial situation.

Design of the best value procurement plan and recruitment of the private partners for five e-Government applications is Phase II. This provides for development of the procurement documents, including an REOI and RFP, management of the procurement process, evaluation of the EOI and bids, and negotiation of the PPP Agreements. The Telecom Telematique team of consultants on the development of the PPPs and the procurement process includes our IT expert, John Gerlich, the procurement expert, Donald Strombom, the financial analyst Sergiu Manic, the Financial Advisor John Clark, and our Legal Advisor, Jeffrey Cunard. Industry soundings with leading international companies offering software, hardware, systems, operations, and management identified potential partners to build and operate bundles of applications and services for up to ten government agencies. Telecom Telematique advises on the structure, ownership, IPR, financing, and revenue sharing for the PPP agreements.
