The Government of Kyrgyz Republic initiated an e-Government program to integrate, coordinate, and standardize the programs of various Ministries. They requested USTDA to provide technical assistance to do a Feasibility Study of E-government Introduction in Kyrgyz Republic.
The project included developing a conceptual design and definition of technical requirements and specifications, and produced a Strategic E-Government Plan for the country. T/TI team also organized an Orientation Visit to the United States of nine high governmental officials representing different Kyrgyz Ministries to learn about the e-Gov experience of the United States.
T/TI ACCOMPLISHMENTS

Evaluated the existing infrastructure and E-Government policies and directives;
- Developed the conceptual designs of the target e-government architecture and the definition of the technical requirement and specifications;
- Prepared the strategic e-government action plan and identified financing sources;
- Evaluated Kyrgyz e-government training resources and recommended a curriculum;
- Reviewed the final report, restructured at client request, with the inter-agency working group, and;
- Organized the Orientation Visit to all US e-government cluster managers.
T/TI conducted seminars with government and private sector stakeholders and experts. We planned and conducted a final 4-day Working Group session on implementing T/TI recommendations on e-Government with the Ministry, Office of the President, Parliament, the Regulator, Office of the Prime Minister, and the management of the e-Government program. Kyrgyz Republic has limited infrastructure with a large rural population in mountain regions that is difficult to reach with communications. T/TI identified technologies and suppliers who proposed high level network architecture and strategy of satellite and wireless access and a fiber backbone that would expand the network to nationwide access/service.
The team included Lynne Gallagher, James Cudjoe, Steve Mays; the Orientation Visit included Judith Hellerstein, Russell Pipe, and Peter Yanachkov.
