In order to assist with the process of modernizing the Uzbek Railway (UTY) telecommunications system, a two-part technical assistance from US Trade Development Agency is being implemented. The first part involves providing assistance in implementing the tendering for the fiber optic cable for the Tashkent-Bukhara railway line, being funded by the Asian Development Bank's loan for Railway Modernization.

The second part of the technical assistance was to develop the tender specifications and evaluate the bids for the turnkey backbone network and transmission system. This part also involved the development of a telecommunications network strategic business plan and recommendations on how UTY should commercialize the network or spare capacity in the network. T/TI researched and analyzed the existing telecommunications network capacity of Uzbek Telecom, ISPs and cellular operators, plans for new infrastructure, and the amount of traffic currently and projected for these networks. We forecasted demand for future traffic and services, including transit traffic, to estimate the business potential for UTY's commercialization of its network.

T/TI engineers and economists have designed the network infrastructure and developed the business strategic plan to position UTY to become a telecom operator, service provider, or provider of capacity for other operators. A detailed business model and financial plan was developed. Rami Kaoua designed the backbone network architectures, railway extensions to the borders, and approach for fixed wireless access to provide service to rural and unserved areas of Uzbekistan. T/TI supported Ken Zita of Network Dynamics in developing the Strategic Plan for UTY.

We were subcontractor to Clell Harral of HWTSL, the prime contractor, and conducted the bid evaluation of the technical proposals for both the cable and turnkey network contracts. Besides providing technical expertise to the project, T/TI also provided and managed its local team of specialists including engineers, market assessment experts and economists.
