STRATEGIC PLANNER

Lew Toulmin has over 25 years of professional experience in telecommunications regulation focusing on merging markets, pricing analysis, consumer protection and interconnection analysis. Moreover, he has worked in Latin America on various telecom regulatory and development projects and is extremely experienced in reviewing proposed telecom legislation, regulations, decrees, rules, and procedures.

Dr. Toulmin has participated in various Telecom/Telematique projects providing technical assistance in regulatory issues such as Interconnection and Competition for SIGET in El Salvador, as well as Feasibility Studies such as the Central Asian Center for Training where he developed the Strategic Business Plan.

During his long career with Booz Allen & Hamilton, Lew Toulmin was Principal in Telecommunications and Internet Development from 1987-2001. Lew has experience in 26 developing countries on 30 projects in telecommunications, interconnection, evaluations, privatization, competition analysis, licensing, spectrum management and consumer protection. Additionally, he has testified as an expert witness before public utilities commissions and state legislative committees. As well as drafting testimony presented to the US Congress. He has extensive experience in labor and telecommunications negotiations. Some of Lew Toulmin's experience in working on Latin and Central American telecom projects include his work as a Senior Advisor in a study of telecom markets, prices, interconnection rates and regulatory regimes in Central America, including El Salvador. This commercial study was undertaken for a private client interested in investing in the region, in Internet development, in the country with the best overall telecom business climate.

Furthermore as a Manager of a team in a project to privatize the telecommunications wireline monopoly of Uruguay, he analyzed the telco's vulnerabilities in terms of prices for wireline and other services, existing interconnection arrangements, consumer complaints, training capabilities, and a BPR and computerization analysis of the potential for computerizing significant portions of the telco's network planning operations. As a Senior Analyst in a World Bank-funded project in Ecuador, Dr. Toulmin studied the telecommunications sector, and adapted lessons learned to other sectors, especially energy. This effort involved analyzing the dispute resolution techniques devised by the regulator in the areas of interconnection costs, price changes, consumer protection, and market entry and exit.

Dr. Toulmin received his Ph.D in Public Administration and Utility and Regulatory Economics with honors from American University in Washington D.C. His MPA is from the Maxwell School, Syracuse University.
