Lynne Gallagher is President of Telecom/Telematique, Inc. She has consulted extensively for USTDA, ITU, United Nations, European Union, U.S. Department of State, USAID, for national governments and technology corporations. She has conducted studies in telecom policy, regulation, infrastructure and e-Government for USTDA in El Salvador, Colombia, Guatemala, Dominican Republic, Croatia, Jordan, Vietnam, Uzbekistan and Kyrgyzstan. Ms. Gallagher was a consultant with Hatfield Associates, Inc., and then Director of Regulatory Affairs at Sprint International, where she also participated in business development, joint ventures in FSU/Russia, and led the international wireless strategy.

Ms. Gallagher has managed complex, inter-disciplinary project teams and delivered quality results for clients. The e-Government Feasibility Study for Kyrgyz Republic, the UTY Fiber Optic Network for Uzbekistan, and the TUIT Women's Center are the three most relevant projects. The Kyrgyz e-Gov project developed a conceptual design and definition of technical requirements and specifications, and produced a Strategic E-Government Plan for the country. In Uzbekistan, T/TI designed the network for UTY, evaluated the bids, analyzed the market and developed the business case for UTY. The TUIT Center for Women's Training in Telecommunications and IT developed the curriculum, designed the facilities and systems, and identified the Strategic Partners and funding sources and is currently helping implement the Center. Ms. Gallagher directed the T/TI Technical Assistance project on Interconnection and Competition in El Salvador, managing a team of lawyers, engineers, and economists in developing a detailed regulatory plan for cost-based pricing, technical, and administrative requirements.

Lynne Gallagher founded Telecom/Telematique in 1986 as an international consulting and training firm with primary focus on emerging markets and developing countries She implemented distance learning courses to train telecom managers and specialists in 25 countries. The E.U. funded the 1994-97 regional program in Central and Eastern Europe. In 1998, Ms. Gallagher co-authored Telecommunications in Action, a book on ICT applications for development, including e-government.

Ms. Gallagher graduated from Stanford University in Communications and Journalism, and from the University of Colorado with an MBA and MS Telecommunications.
