TELECOMMUNICATIONS CONSULTANT
ECONOMIC AND REGULATORY SPECIALIST


Dr. Taschdjian is a private consultant who has spent over twenty years working in all aspects of the telecommunications industry and with more than a dozen years of focus on international telecommunications. He has extensive experience working with fixed line, mobile, and broadband network operators. He has worked for new entrants as well as incumbents, and understands the perspectives of each. He has worked in the private sector, in government, and in academia. Dr. Taschdjian has extensive experience working with multilateral organizations, including the European Union, APEC, the World Bank and USAID, and with NGOs such as the International Chamber of Commerce and USCIB. He is a founder of the European Competitive Carrier Organization (ECCO) in Brussels, with the mission to represent to the European Commission the views of non-incumbent local wireless and broadband network operators. In addition, Dr. Taschdjian has done extensive work at the national level in Western Europe (UK, Germany, Spain, Netherlands, Belgium), in Central Europe (Poland, Czech Republic, Hungary), in Latin America (Brazil, Argentina), and in Asia (Japan, India, Indonesia, Malaysia, China, Hong Kong, Taiwan, Australia). Ongoing assignments through USAID provide support to governments beginning telecommunications reform programs in the Caribbean and Indonesia. He has also provided support to business development efforts in USSR/Russia and in Turkey. Dr. Taschdjian specializes in identifying, explaining, and deploying the necessary public policy framework and regulatory policies to enable liberalized telecommunications markets.

As an employee of Media One International and its predecessor company U S WEST, Dr. Taschdjian has provided advice and specific recommendations to governments seeking to privatize telecommunications services and to establish a framework for investment and liberalization that addresses interconnection, pricing, universal service, licensing, spectrum management, and principles of fair competition. While undertaking these activities, he has maintained strong academic ties, publishing and lecturing at a variety of institutions, including Harvard University, Wharton Business School, the University of Denver, the University of Colorado, Oxford University, and Cambridge University, Penn State University, and Osaka University. While Director of the Magness Institute at the National Cable Television Center and Museum in Denver, he organized and directed an Executive Management training session for senior staff of the Chinese media industry, including CCTV and the State Administration for Radio, Film and Television. He has also participated in training programs for the newly independent republics of the former Soviet Union, including Uzbekistan, Kazakhstan, and Tajikistan. He has recently participated in a project to develop e-commerce in China.

Dr. Taschdjian received his PhD in Economics from George Washington University, and his M.A. in Economics from UCLA.
