TELECOMMUNICATIONS NETWORK ENGINEER

Rami Kaoua is the Network Engineer on T/TI projects. Currently he is leading the engineering and technical analysis for the UTY Fiber Optic Network project in Uzbekistan. He developed the network architecture for the UTY broadband backbone network which is presented and described in the "Draft Strategic Plan" for UTY. He wrote the technical specifications for the fiber optic cable and for the network infrastructure, and led the evaluation of the technical bids. He modeled the costs and revenues for various business strategies and network designs for the business case.

With more than 24 years experience in telecommunications and computer systems, Mr. Kaoua began his career with Rockwell International and then moved to American Satellite and GTE SPACENET to gain experience in satellite solutions engineering, and to manage and direct technical support as well as develop simulation software tools and delay compensation systems for various data transmission protocols for VSAT networks. He subsequently served as Chief Technologist for Global TeleSystems Group (GTS), in McLean, VA, where he directed engineering efforts for deployment of a pan-European fiber optic network, as well as VSAT, Mobile and Fixed Wireless Access, and cellular (GSM and CDMA) technologies in Central Europe and Asia.

His next professional activities at Teligent, Inc. consisted of managing wireless broadband access solutions for metro areas in the US. He later held network engineering responsibilities for undersea, terrestrial, and metropolitan fiber optic cable systems at 360networks in Herndon, VA. Following Teligent, he consulted for various architectural and implementation planning tasks in Optical network and system architecture, design and network engineering for the US Department of Defense. Mr. Kaoua has extensive technical expertise in large scale optical networks and their network management systems, in Transoceanic/ ULH fiber systems; and in DWDM, MSPP, optical cross-connect systems, SONET/SDH, IP, MPLS and related standards.

Now at SAIC, Mr. Kaoua currently performs systems engineering and data analysis tasks on radar systems for the FAA. His first task involves extensive software database work using MySQL, Microsoft Access and Excel, with Visual Basic programming, together with Linux and Windows XP. Mr. Kaoua also has engineering and analysis responsibilities, within OASD (the Office of the Assistant Secretary of Defense) to review telecommunications and Operations Support Systems (OSS) solutions currently proposed for Iraq. Mr. Kaoua has a BS EE and MS EE.
