Introduction to Telecom Law and Regulation (3 days)

A survey of the laws under which telecommunications networks operate throughout the world. Worldwide telecommunications regulatory patterns and practices. Regulatory commissions and other bodies that define legal and regulatory standards. Common international legal and regulatory issues, such as competition, privatization, liberalization, deregulation, and protection of intellectual properties.

International Telecommunications Networks (3 days)

International treaties and agreements governing international telephone calls. circuits. International numbering plans and gateways. Agreements and relationships governing the provision of dedicated (non-switched) international circuits. International tariffs and revenue agreements. International agreements between Internet Service Providers. The identity and role of various national and international bodies that impact international networks.

Telecommunications Standardization (2 days)

The need for telecommunications standards governing international telecommunications. The charter, authority, and mode of operation of the International Telecommunications Union (ITU). The role of other formal and informal standards groups in the development of standards applicable to Telecommunications and IT. Specific types and examples of ITU standards.

Introduction to E-everything (4 days)

Definition of E-commerce, E-government, E-documents, E-books, and other forms of electronic activities. Examples of their use in Uzbekistan and other nations. The use of electronic signatures in business and government transactions. Security provisions for electronic signatures. The relationship of electronic activities to the Internet and other networks used to support those activities.

Privatization Around the World (3 days)

A detailed study of the history and results of telecommunications privatization around the world. Different approaches to privatization, and the relative advantages and disadvantages of each.

Advanced E-Government (5 days)

A detailed examination of E-government around the world. Different definitions of E-government. Models that have worked and not worked. Modes of implementing and operating E-government. Detailed consideration of the other promises and challenges of e-government. The nature and technology of electronic signatures, with a particular focus on security issues.

Advanced E-Commerce (5 days)

The techniques and technologies of e-commerce. Application level tools, such as e-mail, telnet, file transfer protocol, and chat. Key network arrangements, including intranets and extranets. Security issues pertaining to e-commerce and their solution.

Techniques and Practices of Distance Learning (3 days)

The meaning of distance learning. Different types of distance learning. The advantages and disadvantages of distance learning. Typical network and equipment arrangements used to provide distance learning.
