T/TI is an international telecommunications consulting, training, and research firm established in 1987. It pioneered distance learning in telecommunications in 1989, conducting semester-length university-level courses in Asia, Africa, Latin America, and Central/Eastern Europe.

T/TI conducted the Feasibility Study for the Women's Training in Telecommunications and IT at Tashkent University for Information Communication Technologies (TUIT) in Uzbekistan. As part of that process, T/TI established Strategic Partnerships with SUN Microsystems to provide the equipment and software for the Center and remote sites, the University of Colorado interdisciplinary telecom program to provide courses by distance learning, and the ITU and its Working Group on Gender Issues to develop an international network of women professionals in telecom to conduct seminars.

The ITU is designating the Center as a new Center of Excellence to serve women throughout Central Asia and the FSU through the distance learning network designed by T/TI.

T/TI plans to use this program as the blueprint for developing other information communication technology and telecommunications training centers throughout the world.
