Jeffrey Cunard has advised governments and operators in 28 countries in reforming and restructuring their telecommunications sector, drafting laws, regulations, and procedures, and establishing independent regulatory authorities. He has advised on significant telecommunications transactions, on the privatization of national operators, liberalization of the sectors, and regulatory affairs, including licensing, in Europe, Latin America,the Caribbean, and Asia/Pacific. As a Partner in Debevoise& Plimpton, Mr. Cunard's law practice also covers information technology, communications and media sectors, including copyright and other intellectual property laws, and major litigation. Information technology practice focuses on licensing, purchases, custom contracts and other transactions, legislative and regulatory representation involving computer software, multimedia products, digital sound recordings and audiovisual works and other applications of new technologies to intellectual property.

Mr. Cunard assists governments in establishing independent regulatory authorities, defining the roles of the regulator and the roles of Ministries as policy-makers, and drafting the enabling legislation. Technical assistance is provided in formulating competition policy, a framework for licensing networks and services, in drafting rules, regulations, and procedures. Mr. Cunard frequently assists in formulating Interconnection policy, drafting regulations and compliance procedures, and recommending dispute resolution mechanisms. Working with the spectrum management experts, he advises on the legal aspects of licensing frequencies, incorporating policies into laws and regulations, and implementing interconnection rules. He advises on terms and conditions of licenses of dominant operators and others with universal service obligations, makes recommendations on compliance mechanisms and how to structure a Universal Service Fund and establish distribution procedures. He gives guidance on flexible and alternative plans in tariff regulation, and forbearance of regulation when appropriate. Regulators will be advised about requiring operators to establish accounting procedures to identify costs. Mr. Cunard suggests the scope and content of legal and regulatory training for regulatory staff, lawyers, judges, and dispute resolution personnel.

Mr. Cunard received his J.D. from Yale Law School, where he served as Editor of the Yale Law Journal. His B.A. is from UCLA.
